   Is it possible to set so the users can't see the re-order in the nav panel?

   You can do that from admin Settings > Post Types Order > Minimum Level to use this plugin -> chose the appropriate level for a user to see the menus, you may want to keep this as administrator, so others will not see the re-order menus
