Hi imath,
I am afraid it just does not work "any more??".
I haven't tried it on wordpress <3.1 so I would not know if it did before.
It now appears on the site's admin panel, Not super admin, ia gets activated but when trying to make it work (settings) it just throws an error and never does.
Please have a look.

It was working on WP 3.0, since network admin menu appeared in WP 3.1, i need to adapt it. I will soon.

And could you please test your plugin against the "security hole". I could help you test it as well. You have my email from your site.
I too agree with you that this can be a HUGE security hole in a multisite environment

I'm sorry, as i'm french, perhaps i didnt understand all the posts in this topic.
What i understood is that leaving access to the plugin menu in a child blog can be a security hole, that's why Andrea_r suggests to use plugin visibility manager such as exclude plugins or restrict multisite plugins.
Another answer could be to completely disable the plugin menu access to child blogs in network admin options.
I updated the plugin, hope it'll work better in WP 3.1.. If not let me know.
