with WP 3.3.1 plugins that are network activated are only visible on the network plugins as is expected,
however for inactive plugins when admin / super-admin has made a note these notes are only visible to admins on site 1, surely the notes should be visible network wide.
Another suggestion is to have a details link opened target ="_blank" to the document at wordpress.org/extend/plugins/plugin-name as appropriate - this is the most common note i write so that i can quickly get to a plugin's documentation
