Just an idea/request
At present when activated either via “network activate” or for the individual sites works great on super-admin plugins as well as for site-admins.
Still I feel it would be a great improvement if:
1. Super-admins (or ppl with edit-plugins capabilities) were able to see the notes from any site's plugins page. At the moment super-admins can only see the notes under the network plugins page.
2. Ppl not allowed to edit plugins did not see the message about putting a note in the first place.

I second the first suggestion. It would be great if this plugin would work sitewide in a MU environment, in other words; if the network admin would add a note to a plugin on site XXX, this note should also be visible in site YYY and in the netword admin.
I have a MU installation with about 20 different sites all owned by me. It would be great to be able to add/edit the same note on every single site so it would be easy to keep track of which sites are actually using which plugins.

I would maybe go one step further...
I do a few WP sites for clients -- all hosted. Right now I am 'exporting/importing' the tables so notes go wtih it -- but something that could be very useful would be to "see what others have said"
I comment on plugins that give me fits "remember you have to edit the ...." this could help others figure it out too.
