I am running a contest on my blog, and the leading photo is saying it has 16 votes, when I go into the admin and view the votes, I can count 23 votes... they are all set to publish.
Any ideas what I'm missing?

Nope!
But maybe clicking on the refresh link next to the running contest, will show all the votes?
