I have WP hosted on a server here. I have several sites running under the same installation. Recently there was an upgrade attempted and something got screwed up so it was reversed. Now the Plugin option on the toolbar is gone. Also when I attempt to open plugins.php in my browser I get a blank screen. The Plugins that were installed previously (i.e. My Page Order) are still available on some of the websites. The plugins.php page is on the server
Plugin option gone. Not the usual problem (2 posts)

Try manually upgrading to 2.9.1
