   PayPal Gateway does not save - instead I get, Do you really want to do this?

   Using PHP 6.0

   I discovered it is a plugin conflict with the EventPro which also uses the Paypal gateway to reserve seats for an event. When I deactivate the EventPro, I am able to save the Paypal setting in Membership.
