When I delete a Job from the Jobs list in Job Manager, it is not deleting that associated attachments that the job applicant uploaded. This is going to leave a huge mess, and I can't imagine that is by design so what am I missing?

That'd be a bug, thanks for the report. Fix will be in the next version, patch is available here if you require it sooner:
