If you are using the comments feature where are the comments stored? On the website server or somewhere else and who owns the comments?

JetPack comments extends WordPress standard comment system

Comments are stored in the comments table in the Database, similar to Posts.

Thank you for the quick response.

I had another question. When you subscribe to a post's comments you are sent a verification mail with a link to verify your subscription. The confirmation link takes you to the website https://subscribe.wordpress.com where there is a dashboard containing a list of all blogs the RSS feeds which you have subscribed to. So that part I assume is owned by wordpress.com. Is this correct?

    Yes.

Its just a "mailing list manager" of sorts to control your subscriptions.
Since WordPress handles the Subscription Email sending from a central location it seems.
