   It would be nice to use the sitemap plugin in widgets, as a menu:
   [html-sitemap depth=1 child_of=CURRENT]
   to show the first layer of underlying pages

   Widgets are another animal, you most likely want to find a "Sitemap widget", which this plugin is not.
