   Would it be difficult to add an option about what user level this setting should be done. In my example: Admin/editor should have the admin-bar present but not subscribers.

   I would like this option too, the adminbar is near useless to most of my users but I have found it useful as an administrator, I'd like to be able to disable it for all non-admin users.
