plugin for this patch.com like bulletin board / micro blog?

hi all,

i’m building a site for my community, much like what they are doing at patch.com (they are an american company, and i’m in China, so…)

i’d like to put a announcement board on the site, and this is what’s in my mind:

in short: a single column bulletin board for registered users to post and announce. it also looks like a micro blog time line.

comments and reviewing are musts, better if have pic upload, taxonomy is not required.

any suggestion?
