   Yes - I think the installation instructions are wrong.
   After step 2, you can't do step 3.
   I think you have do to step 3 first at which point you'll get an error telling you to do step 2. Do step 2, then activate it (again).

   This error happened when the short_open_tag php.ini directive was set to off. It is fixed in version 0.10 of the plugin.
