Is there a way to use the locations feature without the google map?

Yes there is.
You have to go to Events >> Settings >> click the "Formats/Layouts" tab, and then go to the bottom of the page where is says, "Maps and goetagging". Then, choose "No" for "Enable Google Maps Integration?" option.
