   As I am starting a download only store, I was wondering whether I could safely remove the "Shipping Rates" page without hindering the functionality of the plugin.

   If I can't do that, can you at least tell me how I can remove it from my Nav Bar.

   On the settings page remove the shipping rates page id, and choose the 'download only store' option. Then you can just delete the shipping page.
