[Plugin: Democracy Widget] I can't see the Admin editing section

There is no Manage, no Democracy Settings button anywhere! And when I installed it it gave me the following error: This plugin doesn’t have a proper heading! After that I still activated it and then nothing appeared, as I’ve said before.

Anyway, I am interested to know if this plugin could help me create a poll in which voters could add their own answer to the list so this way other voters see it and opt for it themselves!
This is why I’ve insisted in using it all this time, if it’s not able to do this, it’s no good for me!
