I've installed the plugin in /plugins but it does not show up on the list in the manage plugins page in wp-admin. I'm using 2.7.1. Could that be the issue?

I'm an idiot. I placed the plugin inside my theme's /plugin directory instead of WordPress's. It's 2:30am. I blame it on that.
