This may be a dumb question, but I can't for the life of me figure out how to create more than just two templates. I'd like to make 4 different templates for 4 different categories. Is this possible?

Yes, it most definitely is. After you specify values for the first two and save them, the page should reload with empty fields for a third template. Does that make sense? Have you tried that and it's not working?
