   Other than the Contact settings page, pages with the Contact Form 7 shortcode also fail to load.

   Hmm, the subject got truncated. Its Contact Form 7 3.1.1

   I've got the same problem, when go to CF7 on the dasboard i can only see the button "add new", so i can't add any form but the form already created it's still working.
   My plugins are:

   Cartpauj PM
   Dashboard Site Notes
   Exclude Pages from Navigation
   Executable PHP widget
   Mingle Forum
   NextGEN Gallery
   Norman Advanced Archive Widget
   OSM
   Page Links To
   Really Simple CAPTCHA

   I solved the problem by reinstalling cf7.
   I think that the problem was that i removed some custom fields used by cf7: form, mail,mail_2 ecc.. maybe this fields was required.
