In admin panel:
Open menu Tools > Export
Select “Contact Forms”

I did the same steps also, to migrate the contact forms, but still no luck.
worst thing is the “To” field under “mail” option section is updated to admin email ID. and also the “mail_2” fields are emptied.
Once try this before exporting: open each contact form page (Contact > Edit) and press “Save” button. If this doesn’t solve the problem, something may be conflicting.
OK, there is one difference between DB export/import and wp-admin tools export/import.
When I do DB export/import –> “Mail” and “Mail2” fields are retained but “Messages” are not updated.
When I do wp-admin tools export/import –> “Messages” fields are retained but “Mail” and “Mail2” fields are not updated.
What version of WordPress and Contact Form 7 do you use? Can I see the site?

No, WordPress is installed in SE, but I use “one language” plugin to translate.
there are totally 11 forms out of which 5 were already created and 6 were created newly after installing “one language” plugin.

Files were transferred from OLD to NEW and also the DB is also extracted from OLD and imported into NEW server.
Where can I get the “one language” plugin? Do you use other plugins than it?

OK, try this:
1) Upgrade Contact Form 7 on the both site to the latest version (3.1).
2) Do this process again.
3) Try exporting and importing (Tools > Export).
