Did you uncheck ‘Can be empty’?
Yes. All my fields are unchecked and none of them will do validation if left blank or less than minimum length
Looks like you have uncovered a bug.
There are two sections of fields in the CIMY panel: WordPress fields and Extra fields.
For me, the validation fails on the WP fields, but works on the Extra fields.
I am using WP 3.3.1 and CIMY 2.3.4.

In the past, Marco has been very responsive to questions I have posted.

Actually this is by design, WordPress fields’ rules are validated only during registration but not in the profile.
Not sure why I decided that, but probably because password can be empty for example (aka no change).
