   I have downloaded the plug in, placed it in the plug in folder but can not find it in Word Press.

   Anyone have any ideas why this is happening?

   Yes, I have. The problem is that the files are inside folders.
   - change-font-size
   - change_fontsize
   - change_fontsize.js
   - change_fontsize.php

   You should eliminate the first folder, before uploading it to the server:

   - change_fontsize
   - change_fontsize.js
   - change_fontsize.php
