WP Super Cache is installed and activated network-wide. When CDN Sync Tool is installed and activated, it claims that dependencies have not been met. If I activate Super Cache for one blog only, it is detected by CDN Sync Tool.
A quick look through the code shows that CDN Sync Tool checks the "active_plugins" blog option. Should it not also check the sitemeta for "active_sitewide_plugins"?

It probably should do that! Hopefully the author of that plugin will read this.
