   on part of the site i'd like for anyone (after logging in or not - doesn't matter) to be able to submit a picture and have others comment on it. is there anything like this?

   Head over to http://stadtaus.com/php_scripts/formmail_script/

   The formmail script there can be integrated into a WordPress blog by making a template page or using an ifram.

   The script has file attachment facility.

   Or head over to hotscripts.com and find a script that will do what you need then integrate it into your blog as needed.
