I just compared the files (1.6.10.2 and 1.6.10.3) by myself and didn't find any differences beside of the version change.
Was this only a new version to "update" the download counter? Then of course it also makes totally sense to change the compatibility flag from 3.0 (the previous version) to 3.0 RC1 (the new version), so you can release another version for 3.0 stable again :)
I'd say you should work on your comparison technique.
Thanks for updating the changelog. I only compared the plugin itself, not the translation files. So basically, since only the Czech and Turkish language files were changed, for 99% of all users the update didn't do anything.
I really like your plugin and would appreciate a more useful release cycle. By the way, you can add the language files and don't increase the version so the rest of the world beside of Czech and Turkey don't need to apply the update.
The upgrade is optional.
For Czech and Turkish bloggers, I'm sure they appreciate the notification as well as one-click upgrade. For everyone else, nobody is forcing them to update, and if they do, it doesn't hurt anything and only takes a few seconds.
