Would it be possible to make the plugin set the same icons for the whole multisite installation? I would like all the blogs to have the same favicon, and that individual bloggers can’t change it.

you could replicate the settings through the network by using this plugin: http://wordpress.org/extend/plugins/yd-wpmu-sitewide-options/

It can’t replicate the uploaded files, though.

Also, each site admin would probably be able to change the settings at any time.
