[Plugin: Advertising Manager] Suggestions: “By Tag” option and IP address filter

This is a great plug-in. I have a couple of suggestions that would make it even more flexible while not overly complicating it.

1) Under Website Display Options, allow the user to select one (or ideally one or more) tags to show the ad for.
2) Allow the user to add a blacklist of one or more IP addresses (ideally with wildcards) that should not get any ads under any circumstances. This will help prevent illegal clicks and impressions, for example, from the user’s own computer, or when activity is discovered that could flag the advertising as suspicious.
