   You would have to do some custom coding to accomplish that.

   You can run the export wheneveryou like. If you mean automatically - no, there is no automatic export feature in the plugin.

   Does this plugin sync/overwrite posts if changes are made?

   You are manually exporting to a new file every time you export. You browser will create a new version of the file each time you download (ie. export).
