[Plugin: Add Google PlusOne] Adding Google One: can’t find how to upload plugin

Hi,

I use Reddle theme, and would like to add Google+. I downloaded the Plugin, but can’t seem to find how to add it to my blog. There doesn’t seem to be a plugin section in my settings anywhere.
