Pluggin menu

Yo, here an easy question for you. I’m new on WP and i’m looking to upload some widgets on my free .wordpress.com blog. In the installation they say to upload by the pluggin menu. I have the french version and hell i’didn’t see anything near to help me upload a widget. Is it because i need to pay to upgrade my WP to make it possible or what?
