Please Recommend Some Plugins for the following:

Hi! I’m trying to build a site that has elements similar to LinkedIn. The elements I want to include are:
Profiles: customizable profiles with admin-defined presets.
Ranking: Users vote on other users 1-5 star basis.
Endorsements: users can endorse/recommend sellers. They can write a review, but it must be approved by that user before it posts.
Seal (an embedable image people can put on their site once they reach a certain number of votes)
PM system
Ad space, non automated

For the ranking system, I want it to be similar to ebay’s rating system. Example: Quality of product, speed of payment, etc.

Can anyone recommend some plugins that can achieve this, or are there any developers that are willing to take on this project? If so, please let me know your rates, and about how long you think this will take.

Plugins I’m considering:
Buddypress
CubePoints: not sure if users can vote on other users. Any suggestions?
Profile Builder: Not sure if I can get users to vote on other users with this though
User Messages: for a PM system
WP Customer Review: Almost, but not quite what I’m looking for. I need something simpler, not comment-based, just a way for other users to rank one another with a vote.

I’d really prefer to hire out, so please let me know if you can do this.
