Is this a WordPress site?

I met this “web programmer” on a freelancing website and we agreed that on a contract for him to use a website.

I told him not to use WordPress or anything related to WordPress, and he agreed to it.

Yesterday, I got a his e-mail and he said he built this from scratch. However, it looks like he used WordPress.

What do you guys think?
