Please help ~ Some elements are missing after upgraded to version 2.8

Hello!

Right now I have problems with my WordPress. I’m using WordPress.org version.

Before I upgraded my WordPress (version 2.7.1) everything is working fine and very good. Nothing weird happened.
I tried to upgrade using automatic upgrade in WP and I got an error (not sufficient memory), after contacting my host to upgrade my memory I can upgrade my WP using automatic upgrade in the dashboard.

Recently, I want to change my configuration but I was shocked that my WP was acting abnormal. There is no ‘Save Changes’ button there and the content was missing.

How can I fix the problems? The problems are also affecting the plugin option.
I’m using fantastico to install and upgrade my WP version.
