Ok. So this is driving me crazy, and what's weird is that it didn't seem to happen in the beginning of development. I've created a membership website, and the UL is perfectly placed when logged in, but moves down after logout. It used to happen in IE and Chrome, but now it just happens in Chrome. Fine in IE (Imagine that!) I have tried everything I can think of, and nothing works! Here is my website: http://zjdco.com, and here is the header code in css:

Fixed the issue! I'm glad, because I was losing my mind on this one. when I viewed my source code for the website, I saw the admin bar was pushing my UL header down upon logout. I had to go into wp-includes>admin-bar.php file and change the display admin bar to false either directly, or using filter to hide the admin bar upon logout. I used the filter code.
