    Well in your config file you can set it to zero instead of 1 ;)

    This is what worked for me:
    ----------
    mysql> select option_id, blog_id, option_name from wp_options where option_name like '%pingback%';
    +-----------+---------+-----------------------+
    | option_id | blog_id | option_name |
    +-----------+---------+-----------------------+
    | 30 | 0 | use_pingback |
    | 58 | 0 | default_pingback_flag |
    +-----------+---------+-----------------------+
    2 rows in set (0.00 sec)
    mysql> update wp_options set option_value=0 where option_id=58 and blog_id=0 and option_name='default_pingback_flag';
    ----------
    ionel
