phpbb Software or just WordPress?

Hi,
I’m trying to make a website similar to http://www.fmylife.com just a more savoury version, but basically a website where anyone can post something, it comes up in a list beneath and then anyone can decide whether it is ‘good’ or ‘bad’. Does anyone have any advice on how I would go about this on wordpress? I’ve also heard phpbb software mentioned but I really have no knowledge of it.
