PHP not Working

Php functions such as login, post, save, etc., are opening outside my browser. A window pops up every time I try to run a function in the course of using my blog:

You have chosen to open
wp-login.php
which is a: PHP script

Someone suggested I adjust my environmental variables, but I have no idea what that means.
