Is that a theme? Where from? Have you tried with another theme and/or tried deactivating your plugins?
Photoscape is aplugin.
I use 20/11 theme.
I have deactivated the image plugins.
I am having ridiculous problems inserting images into a page.
I downloaded and activated Photoscape plugin.
I have got images in the gallery which I see when I click “Add Media”
If I select one and “add to page” it doesn’t add to page.
If I attach an image to the required page I don’t see it on that page.
If I de-activate Photoscape it makes no difference.
I have never had any image in the “Images available” box
I have dragged some there and I get the little + sign which means it’s a legal move but all I get after the upload is zilch.

Those are the only plugins supported here…
