Is there any templates out there where people can join my site, then upload pics. Other users can then rate the pics and leave comments underneath each one.

Not one I’ve ever heard of. However there are several scripts available that are non WordPress. Perhaps you could integrate one of those into a template or run it in an iframe.

That doesnt offer membership, comments or rating :S
