Photo Log or Photo Blog with Visitor Upload

To start. Thanks for any responses and help. I hope this is not a redundant question, but my searches didn’t produce what I was looking for.

I am looking for a WP theme and plugin that is similar to the tebowing.com site, peopleofwalmart.com or laughoutloud.us where visitors can post pictures and descriptions and other visitors can comment on them. I do not know what those plugins are called or what type of theme that is.

NextGen Public Uploader is one that I have found.
