personal_options_update not saving custom user fields

Does anyone have some tips for saving custom user profile fields from a plugin with personal_options_update. I am hooking from the admin_init. The $_POST value’s are not saving to update_user_meta(). A new row is added, with correct user_id & meta_key, but the meta_value is blank. Does the action hook have to be called prior to other hooks?
