    This is not a problem, but I asked if I could put a PayPal button on my site (I have not built my site yet) and was told that I should ask the owners.
    How would I reach those people?

    From the comment above it would appear that this is your site. If it is your site (you have paid for and are liable for the content of it) then it is your content, I would suggest that you can therfore put what you like on the site. If it is illegal then you have issues, but that would still be your choice.

    If it is someone elses site and you are, for example, a developer for the client, you cannot put anything on the site without permission. This would include any links, visual or hidden. However if you are a developer/designer you would already know who to ask!

    Sorry, I will try to be more clear.
    I have a website now, but it is not on WordPress. I am wanting to switch to WordPress.org
    I was told that perhaps putting PayPal buttons on WordPress.org site is not allowed, but was told that I should ask the owner of Word Press about that. I am not sure how to contact the owner.

    Hopefully this is more clear.

    Ah. No putting paypal on WordPress.COM isn’t allowed. .Org you can do what you want.
