I have a new install of WP and the permalink structure I chose /%postname%/ is not being attributed to posts or pages. I'm getting the default gobbly gook PHP structure. Otherwise this is a perfectly fine install.
Is there anything that can be done to fix this issue, or would a reinstall be required?

Is mod_rewrite running on your server?

Yes.
I narrowed it down to the Zemanta plugin, but even with that disabled, WP is not including all the characters/letters in my permalinks. This is odd behavior and I've never encountered it.
In what language do you write on your blog?

I've re-uploaded a fresh version of WP, minus WP content as well, and still encountering the issue. I've also tested a couple other installs of mine and single letters or characters like "a" "or", etc are being included in the permalinks, but being stripped in the affected install.
Is the affected install on another server?

no they are all on the same server. I think I'm going to reinstall from scratch and see what happens.
