How do I allow contributors the ability to change the permalink for their posts?

I imagine I need to add a capability for them? How do I find that capability?

I am having the same problem with hiding other plugins from showing on the users left navigation bar and plugin boxes they see while editing posts.

There is no special capability for that. Contributor may edit permalink of new created post while it is not published.

In order to hide plugins from the left side menu you may use "Admin menu editor" plugin with User Role Editor together and change menu items capabilities by your own choice.

A lot of Boxes at the post editing page are not assigned special capabilities, that is use the same "edit_posts". This may require custom work to hide/block some parts of this page. Or contact with plugin authors in order they show those boxes per special capability only.
