The non-pretty ?=122 format is usable across any web server - the pretty permalinks have some dependancies. So basically it allows for compatibility.

It also works no matter what the permalink settings are. Strictly, the '?variablename=variablevalue' format is how variables get passed page to page in PHP, so having that as default makes sense.
