We had built a front-end interface for users to manage their info, all we needed is a way to restrict direct-URL access to /wp-admin. This plugin takes care of it perfectly.
One nice thing to do would be putting the code to github so that people could contribute. I personally see myself forking it and adding code that creates an options page for choosing lowest capability type to block.

Sorry, I didn't see the review until now :)
I'll be putting all my plugins on Github in the next several weeks or so as well as updating it with options including one similar to that which you outlined above. Thanks for the feedback!
