When someone is trying to purchase an item with PayPal, it just leads them to a PayPal page that says "Error Detected. Your shopping cart is empty."

I would suggest calling Paypal. Do you have an advanced merchant account? I spoke to someone who was really helpful and tested the shopping cart feature step-by-step over the phone.
I know this suggestion sounds lame, but they were way more helpful than I thought they would be and he told me exactly what settings to use, etc.
I just tried it with Firefox, and it worked just fine. Having issues on Chromium/Chrome. I guess I can tell me clients to use IE or FF.
