I'd like to be able to paste text from a page into my WP editor but I'm unable to do this without having to manually set every HTML tag. Is this because of the Visual Rich Editor, and if so, will turning it off solve this problem?
If that isn't the cause, any idea why I'm having problems with this and how I can correct it?

Pasting into the wysiwyg is not a wise idea: it will retain all the formatting of the original - eventually, even borking all your layout.
Turning off the RTE will result is pasting ONLY the text and you can add your own html tags to it.
Or, if you just can't bear the thought of turning off the RTE you'll need to do an extra copy/paste via a plain text editor, such as Notepad, to strip that formatting.
