In the next release of WordPress, you should have users choose a password in the registration form instead of e-mailing a temporary password. This would make it easier for admins to make accounts and for users to register. This would be greatly appreciated.

With 2.8, you will be able to add a user and a new checkbox, Send this password to the new user by email, in the Add User panel, will cause the login/password you create to be emailed to the new user.
