Parse URLs to display Page Title text link?

On several discussions boards/forums, if you enter a URL, the remote page title will display as an active text link instead of the raw URL itself.
ie, http://cnn.com may display as CNN News (or whatever the remote page is named).
Somehow, it’s done automatically and not by the poster. Is there any way to do that here? I’ve seen a couple of plug-ins that might, but their information is not very detailed.
